Historic Environment Scotland (formerly Historic Scotland) manages Scotland's Statutory List. You can search the Portal which contains the details of all Designations or use the map search option. 

Alongside listed buildings war memorials could be classified under different designation categories including, but not exclusive to, Gardens and designed landscapes and Scheduled monuments.

You can apply directly to the Designations Team at Historic Environment Scotland to ask them to consider a war memorial for listing.
